There would be several exceptions to the, spay and neuter regulations, including law enforcement dogs and service dogs assisting the disabled. Dog owners also could gain exemptions for competition dogs or by obtaining a veterinarian's note explaining that surgery would hurt a particular dog. The ordinance was supported Tuesday by a broad alliance of humane and animal advocacy groups. They agreed that spaying and neutering more animals would help reduce the number of dogs euthanasia in shelters, and would also help prevent people from being mauled by stray or aggressive dogs. As it has been shown that fixed animals are normally less aggressive and less prone to wandering. This would also help to save the county money in the long run as there would be significantly fewer animal related emergencies to deal with.
