Form this mixture into small loaves and place them in the greased baking dish. Sprinkle the loaves with bread crumbs, and bake for about 30 minutes. While the baking is getting done, mix the bulgur with the water in a small pot and bring it to a boil over medium heat. Reduce the heat once it boils and cover, simmering for about 25 minutes.Once bulgur is done spread it. Put the cooked loaves on top and sprinkle them with the rest of the parsley.
