While cement is one of the easiest to clean and longest lasting floors to use, it is not the most comfortable surface and depending on the type of weather you live in and the breed of dog you have it is sometimes not recommended to use it.
If you can't lay a cement floor for your dog kennel you could build a concrete paved block and border it with crushed stones.

But whatever size your dog kennel is, you should always build some kind of dog house at one end which will of course take up some surface area and then you could use blocks for half of it and then leave the rest with plain crushed plain stone. The thing that you are shooting for is what is best for you and your dog and what you will be able to keep the pen clean and disinfected so it is pleasant to the eye and nose. Keep any kennels locked at all times to avoid thieves from stealing you dog.
