An uncared-for, long-haired dog can not defecate even though he tries really hard. What's probably the problem is that his anus is stuck together (adhesion). The surrounding hairs are so tangled and intertwined with all the dried feces that it is impossible for the feces to come out. Cleaning the area is, mind my words, a very sickening procedure, yet it needs to be done.
