If filing is done correctly it should not cause the nails to bleed. A dog that lives inside the house usually needs to get its nails checked more often then dogs that live outside or that go on frequent walks over hard surfaces such as concrete etc since the friction on the hard surfaces actually scrapes at the dog's nails and the nails don't grow as quickly.
